We are looking for an HR Manager – Learning and Development to review and develop a comprehensive Leadership and Management Programme (project management based using a Project Initiation Document (PID)) to include the development of new corporate leadership behaviors:

Responsibilities:
To take responsibility for the management of the L&D function as required, identifying L&D needs and ensuring the operation supports systems and plans, national qualifications, government targets or new legislation:

Qualification – Essential

GCSE/O Level, 5 GCSE’S including English & maths
Degree or equivalent managerial level qualification
Graduate membership of CIPD
Knowledge of project administration, planning, audit and evaluation- essential
Advanced –Microsoft Office, Word, Excel, Outlook, Social Media
Essential – Skills, Abilities & Experience
Proven experience of developing a comprehensive leadership and management programme in a large public sector organisation, ideally Local Government
Experience of influencing senior management and stakeholders to obtain buy-in
Knowledge of using the latest learning technologies to achieve outcomes
Strong learning and talent development experience
Demonstrate the ability to completed needs analysis, design and delivery of necessary procedures training that promotes learning strategies and understands how to gain access to blended learning activities
Proven track record of providing clear, balanced advice and guidance on learning and development
Demonstrate sustained and successful experience of working with a team in a customer-focused organisation dealing with L&D issues
Evidence of designing and delivering L&D activities
Proven track record of managing programmes to time and budget
Experience of working with people at all levels across a large organisation
Knowledge of designing and working with E-Learning resources
In-depth knowledge of L&D best practice including all aspects of diversity
Able to provide Three Years of references -Essential

Hours: 35 hours per week
Duration: Minimum of three months – Extension on Performance
