We are looking for a Senior Engineer Structures to provide the operational capacity to manage the highway infrastructure and associated assets, and also to provide a consultancy service for the project management, design and supervision of Environmental and Civil Engineering projects from inception to completion:

Responsibilities
To be responsible for delivering a range of complex projects from inception to completion through the application of specialist skills to include inspections and surveys, feasibility and options studies, project management and financial control, design, site supervision and contract management:

Qualification – Essential

GCSE Grade A-C (or equivalent) in English Language and Mathematics
Educated to HNC/BSc in civil engineering or other relevant and equivalent qualification
(Or to be able to demonstrate an equivalent level of knowledge and expertise)
Incorporated Member of the Institution of Civil Engineers or other similar relevant professional body
Advanced ECDL –Microsoft Office, Word, Excel, Outlook and Social Media and engineering IT Systems
Skills, Abilities & Experience – Essential

Proven knowledge and experience in managing a wide range of work programmes and large complex projects
Experience of environmental and civil engineering, highway maintenance and other associated areas of asset
Experience of management in the relevant group within Highway Services
Specialist experience in undertaking inspections and investigations, preparing feasibility studies, designs and specifications
Experience in procuring and managing work through contractors ensuring effective performance management
Experience of contract administration, financial control and dealing with third party issues relating to the specific work activity of the relevant group
Ability to manage, at a senior level, a large work programme comprising of a range of diverse and complex civil engineering projects
Able to demonstrate confidence and capability in the use and presentation of technical information and the provision of specialist expert advice
Ability to achieve results through successful contract administration and performance management of contractors in connection
Ability to build effective and productive working relationships with people at all levels, particularly internal and external clients
Ability to deal effectively with the communication needs of residents, Council Members and different internal and external groups
Proven ability to maximise the deployment and use of information technology to support the delivery of high quality, customer-focused services
Ability to use relevant legal statutes, British Standards and Codes of Practice
Good understanding of the political context and environment of a local authority, and the ability and political sensitivity to deliver objectives as they relate to this post.
Understanding of financial control systems and quality, performance and project management systems
