We are recruiting a Leasehold Finance Officer for a public sector client in East London: To be responsible for preparing and implementing local policies in line with procedures used for dealing with all aspects of service charge/major works billing and leaseholder consultation. This will include the management of all statutory Section 20 consultations ensuring that Qualifying Long Term Agreements fulfil statutory requirements, and best practice is followed in the preparation and issuing of all Section 20 notices; We are especially interested in candidates who have experience working in a leasehold service, housing, legal, or financial environment:

Responsibilities
Carrying out Section 20 consultation on proposed major works. -Calculating major works charges and issuing invoices to leaseholders. -Responding to leaseholder enquiries and complaints. -Representing at public meetings and events. -Other tasks relating to finance, service charges and major works:

Qualification – Essential

GCSE’s, Grades A-C or equivalent to include Maths and English
An accounting or housing degree/qualification or relevant experience of working in financial management within the public or private sector
Advanced – Microsoft; Word, PowerPoint, – Excel & Outlook – essential
Skills, Abilities & Experience – Essential

Excellent customer service skills.
An exceptional standard of written English
Excellent mathematical and numerical skills.
A methodical nature and very high level of attention to detail
Advanced IT skills.
Experience of producing and serving Section 20 Consultations
Experience of managing the billing of major works and service charges as well as leading on the provision of statutory Section 20 consultation
Experience of leading on key financial processes including, accounts closure, year-end procedures, and, the preparation of lead audit schedules
Knowledge of Service Charges, Major Works, Shared Ownership and Reserve Fund
Knowledge of the legislative context and policy framework surrounding Leasehold Services and Right to Buy
Knowledge of reconciling complex accounts between subsystems and the general ledger
Excellent influencing and negotiation skills
Excellent oral and written communication skills, with an ability to present complex financial and statistical information clearly to finance and non-finance audiences
Ability to operate effectively, meet conflicting priorities and delegate work were necessary to meet deadlines
Excellent analytical skills to be able to review, interpret and present financial and statistical data
Able to work on own initiative, be flexible and a supportive member of a team
Excellent IT skills, proficient in Microsoft packages, especially Excel and Access
Budget Monitoring Skills
Project Management Skills
Enhanced CRB/DBS; on the disclosure & barring service update system
Able to provide three Years of references – required
