Job Title: Policy Consultation and Research Officer
Salary: £20.72 per hour PAYE – Inside IR35
Location: Essex –
Hours: 36.25 hours per week
Duration: Min 6 months – extension on performance
We have an opportunity for a Policy Consultation and Research Officer; to be responsible for supporting the Strategic Co-ordination Manager and services in the development and review of strategic and corporate policy and strategy development in support of the achievement of the Corporate Plan and delivery against its stated aims and objectives. The role involves the development and review of the Policy and Strategy Framework and approach and the Consultation and Engagement Policy and Strategy, in line with CMTs requirements, and providing a level of challenge to Managers on service-specific Policy and strategies.
Qualification – Essential
A Level or equivalent indicating an aptitude for mathematics and English language
Educated to at least degree level or equivalent.
Project management knowledge and experience
Knowledge and understanding of the major factors influences and challenges facing local government.
Knowledge of local government decision making, service planning, consultation and budget management
Skills, Abilities & Experience – Essential
Proven ability to work collaboratively across organisational boundaries to shape and deliver strategic plans and services.
Strong ability to translate strategy into cost-effective plans within tight resource constraints
Able to support the effective delivery of service/business plans to meet performance targets, managing and mitigating risk.
Able to develop practical, innovative, creative and tactical solutions to the management of complex problems.
Able to Work effectively with stakeholders and partners, building positive cross-sector relationships in support of key objectives.
Proven Intellectual ability to think and act strategically, analyse complex evidence and develop practical, innovative and entrepreneurial solutions to the management of strategic issues and complex problems.
Proven communication and influencing skills to inform, consult and negotiate with a range of audiences in a straightforward, articulate, sensitive and persuasive manner, both orally and in writing.
Interpersonal ability to engage with service areas, elected members, partners, stakeholders, the media and the wider community, engendering confidence and respect.
Strong organisational skills to plan and prioritise performance and improvement work programmes and multiple projects to deliver results to time and within budget, managing risk, and resolving barriers to success.
Able to Identify and encourage innovative solutions, support a “can do” culture and achieve results.
Effective project management skills to deliver projects and initiatives to agreed briefs and timescales.
Effective leadership and coordination of working groups and the achievement of positive outcomes
Able to undertake comprehensive corporate and departmental policy and strategy reviews to deliver service-wide improvements about key organisational priorities.
Able to writes convincingly in an engaging and expressive manner
Able to provide references covering the last three years
